Dial Bellows

how to change aperture on my canon 1000d?

so i have read the manual, i know i have to set it to AV mode then twist the dial to change the aperture, i twist it but the number doesn't change, so the aperture doesn't change. I've tried doing in on M mode too, the same thing happens. What am i doing wrong? Or is there something wrong with my camera, thanks
also if i click the +/- button it changes to the -2 1 0 1 +2 bar bellow which is exposure i believe
it's the right dial that i'm turning and i am looking at the right display, thanks anyway

Switch to Manual (M) or Aperture Value (Av) mode. Press the set button on your camera. Use the directional buttons to navigate the menu infront of you. Go to where it says "Fxx" (The xx will be a number, eg. F5, F5.6 etc), then turn the dial up beside your shutter button (what you press to take a picture) and that will change your aperture.

Note: You will only be able to go to a number as small as F3.5 using the kit lens, this is because that's the widest the aperture goes to with that lens.
