House Regulator

I have a leak in a pipe that is outside my house. It is a 5 year old copper 1/2" pipe. The leak caused a ?
severe reduction in water pressure all over the 1250 sq.ft. house. My
plumber says that I need a water pressure regulator. I don't know what
that is. Can someone explain it to me. My plumber says $600.00.
Fix the fricking pipe!
