Needs Repair

If a retaining wall which separates two properties needs repair, whose responsibility is it?
The wall is on a downward slope , as one property sits at a lower level than the other. The wall is in good shape in its other sections which do not share a property line with the neighbor. My neighbors' section (the lower property) is in bad shape, and I'm afraid that my property might fall down into his if something isn't done quickly.
In San Diego retaining walls are the responsibility of the house on the low side.
