Special Troops

What's the difference between standard and special forces or troops?

Does it mean that the special forces have better training than the standard or regular troops?

Not necessarily. They do different things.
"Regular" troops do fighting (if it's a combat role) as in normal fighting. They do the stuff you think of a soldier.
SF (actually special operations, SF is Army Green Berets) do covert stuff. Recon and intel gathering missions, as well as targets. They train in stuff like ambushes.
SEALs often do river approaches and use explosives a lot.. blowing up bridges and that sort of thing.
Rangers and Green Berets often do raids and ambushes. Targeting things and taking them out.
Marine Recon does pretty much the same thing as SEALs, including gathering intel.
Marine Scout Sniper (technically a special operations soldier.. he is capable of going on those kind of missions) does just what you think. Gathers intel and takes out targets.

These are just a few, none of the special ops units is "better" than another since they do different jobs. They actually do most of their work together according to a Green Beret I know.
